Dear friends filmmakers

Ladies and gentlemen, dear film friends

The General Assembly of UNICA 99 approved the following proposal, that I now present to you in shortened form:

"UNICA is to create a new category called "low-budget film". The films made in film schools and the films having benefited from financial support will have to have this denomination though presented as part of the standard national programme; however, they will be evaluated together, at the end of the discussion of the jury and listed in a separate list of awards."

The complete wording of this draft proposal will be sent together with in the documentation joined to the Minutes of the General Assembly 1999. The Committee has been commissioned by the Delegates to the General Assembly to modify the Regulations appropriately.

On the occasion of the November 1999 meeting in MERANO, the UNICA Committee tabled the question again and discussed it thoroughly. Please find below the result of the debate. We kindly request you to send us your opinion before January 31,2000, so that the Committee can make a decision on the occasion of the April meeting.

1. Name of the new category:
Film school film

2. Who is supposed to decide about the assignment of a film to this category?
The author mentions on the registration form That his/her work should be entered into this category and the federation endorses it with its signature on he form.

3. Which authors should assign their films to his category ?
Such authors whose works were created in film schools.

4. How and when are these films/videos in this new category to be evaluated ?
The films in this category are part and parcel of the national programs; they are submitted within the time limits for projection and run for the determination of the most interesting national program.
The various works (films and videos) entered as such are evaluated at the end of the public session of the jury, i.e. after the awarding of the bronze, silver, and gold medals to the national programs. The jury is in charge of this task and applies for that purpose the same criteria as for the awarding of other medals.

5. Special prizes
In addition to the awarding of medals to these films/videos, they also take part in the competition for "the best video / film" (world champion). But no other special prize can be awarded to a film in this category.

6. Introduction of this new regulation:
This regulation should come into effect for UNICA 2000 Competition.

The Competition will thus provide two lists of awards.
